国家语委关于印发《国家语委语言文字应用科研工作“十一五”规划》的通知

各省、自治区、直辖市教育厅(教委)、语委、民语委,新疆生产建设兵团教育局、语委:
“十五”期间,我国语言文字应用研究取得了丰硕成果,在语言文字规范标准的研制、面向信息处理的语言文字应用研究、社会语言生活状况的跟踪监测研究以及研究手段与信息服务手段的现代化等方面,都取得了明显进展。
为进一步推动“十一五”期间语言文字应用研究工作和应用语言学学科建设,促进社会语言生活的和谐发展,现将《国家语委语言文字应用科研工作“十一五”规划》印发给你们。请各地参照此规划,结合本地实际,安排好“十一五”期间语言文字应用科研工作。

一、“十五”期间国家语委语言文字应用科研工作的回顾
“十五”期间,国家语委语言文字应用科研工作在邓小平理论和“三个代表”重要思想指导下,认真贯彻《中华人民共和国国家通用语言文字法》,围绕“以语言文字规范标准制定为核心,以信息化为主线,以评测认证为抓手,以语言工程建设和科学研究为基础”的工作思路,取得了较大成绩。
1.语言文字规范标准建设取得新进展。成立了国家语委规范(标准)审定委员会,建立了由汉语语音与拼音、汉字、汉语语汇、汉语语法和篇章、少数民族语言文字、外语应用等6个分技术委员会构成的国家语言文字标准技术委员会,建立了中国文字整理与规范研究中心和“中国文字字体设计与研究中心”。制定并发布了《汉语拼音方案的通用键盘表示规范》、《GB13000.1字符集汉字折笔规范》、《第一批异形词整理表》、《中国通用音标符号集》等规范标准,审定了《普通话水平测试大纲》、《信息处理用现代汉语词类标记集》、《汉字应用水平等级及测试大纲》等。以《规范汉字表》为核心的汉字系列规范标准研制,进展顺利。
2.策划、出版《中国语言生活绿皮书》。建立了《中国语言生活绿皮书》的入选和编辑出版的长效机制。通过“软性”规范(A类)和语言生活状况(B类)的发布,及时对社会语言生活进行引导。
3.语言基础工程建设迈上新台阶。国家语委语言文字应用“十五”重大项目“现代汉语语料库建设及深加工”完成并免费上网,“基于ISO10646的维、哈、柯、傣文电子出版系统的研发”项目获“钱伟长中文信息处理科学技术奖”。“统一平台上主要民族文字文档识别系统的研发”、“汉字属性库的建设”、“中国古籍用字在ISO/IEC10646CJK汉字中分布研究”以及多种动态流通语料库的建设,为语言文字信息化的发展打下了坚实的基础。
4.初步建立了社会语言生活的监测与研究机制。成立了由平面媒体语言、有声媒体语言、网络语言、教育教材语言、海外华语等5个分中心(中心)构成的中国语言资源监测与研究中心,建立若干动态流通语料库,向社会发布了2005年度的语言生活状况。
5.语言文字研究与信息服务手段的现代化进程加快。语料库、知识库和一些数字化工具,为语言文字应用研究和语言文字产品的开发提供了便利。连续召开了多次全国语言文字工作信息化方面的会议,启动了“电子语委”工作,建成了以中国语言文字网为龙头、由100多个网站(网页)构成的中国语言文字工作网络系统。
6.语言测试的研究取得重大进展。国家语委语言文字应用“十五”科研重点项目“智能语音技术在普通话辅助学习中的应用研究”和“汉语普通话水平测试研究”的主要成果,促进了普通话学习、测试和管理工作手段的现代化,是我国推广普通话历史上重大的技术创新。完成汉字应用水平测试标准的研制工作,即将开展试点测试。
7.少数民族文字规范化、信息化工作取得可喜成绩。中国少数民族文字字符总集进行了初步的收集整理,《维、哈语人名汉字转写规范》社会应用效果良好,蒙语规范化工作、藏语规范化工作、少数民族术语规范工作等,进展顺利。
8.语言规划、推广普通话等理论、实践与对策研究,取得不少成果。地方语言文字工作机构重视对当地语言生活的调查研究。
二、“十一五”期间语言文字应用科研工作面临的形势
步入新世纪,社会高速发展,教育逐渐大众化,媒体样式多覆盖广,交通通讯空前发达,人口流动量加大、流动半径加大、流动速度加大,信息化的技术成果介入生活的各个领域,语言、方言之间的交流碰撞频繁,这些使我国又一次进入语言生活的快速发展期。语言文字应用科研工作面临新机遇和新课题。保护、开发中华语言资源,构建和谐的语言生活,成为国家语言文字应用科研工作的重要内容,同时也成为国家文化建设和社会发展的重要内容。
“十五”期间,我国语言文字应用研究虽然取得了较大进展,但与国家对语言文字应用研究的需求相比,还存在不小差距。例如:
1.科研经费筹措困难,科研经费投入严重不足。
2.未形成中央和地方协调统一的科研机制,各地区、各行业科研工作开展不平衡。
3.汉语文和少数民族语言文字的信息处理技术与国际水平相比,还有相当大的差距。特别是自主知识产权的成果还不多。
4.语言资源和成果的共享还有很大局限,网络上对公众开放的中国语言文字资源还很少,远不能满足我国国民经济发展和信息化事业对中文信息处理技术的要求。
5.应用语言学的学科建设比较薄弱,应用语言学人才缺乏。
三、“十一五”期间国家语委语言文字应用科研工作的指导思想、工作思路和重点研究方向
1.指导思想和工作思路
以邓小平理论、“三个代表”重要思想和科学发展观为指导,深入贯彻《中华人民共和国国家通用语言文字法》,根据《国家语言文字工作'十一五'规划》的目标和要求,继续坚持“以语言文字规范标准制定为核心,以信息化为主线,以评测认证为抓手,以语言工程建设和科学研究为基础”的工作思路,关注社会语言生活,加强学科协作,紧跟时代步伐,重视学科建设和人才培养,形成语言文字应用研究可持续发展的局面,构建和谐语言生活,为促进社会和谐、经济社会和人的全面发展服务。
2.重点研究方向
(1)国家语言战略研究。语言战略是国家发展战略的有机组成部分。近些年来世界上一些大国都在制定自己的语言战略,利用语言维护国家的文化安全,对内消解社会矛盾,凝聚民心,向外传播自己国家的理念,赚取外汇收入。我国当前语言生活正快速发展变化,语言生活中各种矛盾凸显,社会需要提供语言服务的类型与方式与日俱增,虚拟空间迅猛拓展,汉语走向世界的脚步空前加快,争取国际话语权正成为民族的自觉意识。此种情况下,我国必须及时研究宏观语言战略,设计落实语言战略的行动计划,提出应对重大语言问题的科学预案。
(2)语言文字规范标准的研制。适应国家创新体系建设和国家标准化发展战略需要,加强语言文字标准化技术委员会及其各分技术委员会的建设,加紧研制和实施关系重大、需求急迫的汉语言和少数民族语言文字的规范标准,尤其是要加快中文信息处理、汉语教育等领域规范标准的研制。
做好《规范汉字表》送审发布工作,围绕规范汉字表,制定、审定一批现代汉字的规范,包括简繁汉字的对应系统(简繁汉字的计算机自动转换系统),与计算机字库相关的汉字规范,基本建立起现代汉字的规范体系。在此基础上对传统汉字(包括古汉字)进行收集整理,对中国少数民族的现行文字和历史上的文字进行收集整理,构成“中华大字符集”的基本轮廓。
开展新世纪的普通话审音工作。建立“普通话数字样本库”、“普通话口语语料库”和“普通话审音用知识库”,完善普通话语音的基本规范,制定普通话的声学参数标准,满足新世纪普通话推广的需求,满足各种普通话电子产品的需求。
建立科学有效的规范标准测试系统,着力抓好规范标准的测查认证工作。
(3)建立符合时代需求的语言能力评测体系。进一步完善普通话水平测试,推进普通话水平测试及其管理的现代化。启动汉字应用水平测试的工作。在此基础上,加快研制汉语能力的测评体系,形成立体的汉语能力评测体系,满足汉语母语教育及各行业劳动准入制度等需求。
(4)加强面向信息处理的语言文字应用研究和基础工程建设。汉语言文字和我国少数民族语言文字,有自己的特点,也较有可能形成高新科技的自主知识产权。在信息时代,在重视语言文字的本体研究的基础上,必须加强基于信息处理的应用研究和基础工程建设,迅速提高语言文字规范化、标准化水平,提高我国语言文字信息处理的质量和效率,提升中文在虚拟世界中的影响力,增强中文信息技术与产品的自主创新能力,建立可持续发展的资源共享机制,为国家信息化提供有力的支持。
(5)加强对社会语言生活的监测和研究。随着社会语文生活更趋活跃,规范语言文字与保护中华传统文化问题,方言和繁体字的价值问题,少数民族语言文字的使用问题,濒危语言问题,母语教育问题,外语教学问题,以及大陆、港、澳、台四地语言文字交流和海内外汉语汉字沟通问题等,将成为语言生活中急需解决的问题。
语言国情是国家语言决策及其他相关决策的基础。要通过国家语言资源监测与研究中心的建设,筹划语言文字主要应用领域的研究基地建设,指导各地语言文字工作部门对当地语言生活的调研,进一步加强对社会语言生活的监测和研究。努力创造条件,力争启动新世纪语言普查工作,包括方言普查、民族语言普查和外语使用状况的调查,包括对农民工、移民、语言残障人士等特殊人群的语言状况调查。用《中国语言生活绿皮书》等形式,及时向社会报告语言国情。要跟踪研究语言生活中的热点问题,及时提出对策和建议。
(6)促进汉语走向世界。研究世界华人社区的语言状况,促进华人社区的语言传承和各社区之间的语言沟通。研究汉语作为第二语言教学的特点,在语言文字规范标准及语言文字教学等方面,满足汉语国际传播的需求。
(7)加强应用语言学学科建设。应用语言学是支撑国家语言文字工作的最为重要的学科,抓好应用语言学的学科建设,关系到应用语言学的人才培养,关系到语言文字应用研究的质量,关系到语言文字工作的学术推进力。优先发展当代社会急需的分支学科,如语言规划学、语言教学、计算语言学、法律语言学、播音语言学、病理语言学等等。应用语言学基本上都是交叉学科,涉及人文社会科学和自然科学,其中多个分支还涉及到工程技术,因此要根据各分支学科的实际需求,组建复合型的科研队伍和教师队伍,通过新的教育理念和机制,培养知识复合型人才,逐渐建成我国应用语言学的学科教育体系。社会上很多职业需要应用语言学人才,要注意社会急需人才的培养,有条件时要促进社会上一些新的语言职业的形成,如文字速记师、语言工程师、语言治疗师等等。

There is hereby established a board to be known as the Protection

The Board shall consist of a Chairman appointed under the Schedule

more than 10 members appointed by the Governor as follows--

Review by Board
Any applicant aggrieved by any decision of the Commissioner
under
ion 16 may in writing--
request the Commissioner to give reasons for that decision; and
after being given reasons under paragraph (a),
request the

Upon receiving a request from an applicant under subsection (1)
(b),
Commissioner shall forward all documents relating to the
application

The Board may confirm or vary any decision of the Commissioner
on an

Additional power of Commissioner
Notwithstanding that in any particular case a petition referred

the employer employs less than 20 employees;
sufficient evidence exists to support the presentation of a
petition
hat case on the ground--
if the employer is a company, that he is unable to pay his debts;
or
if the employer is a person other than a company, that
he has
itted an act of bankruptcy; and
it is unreasonable or uneconomic to present a petition in that
case.
Where the Commissioner exercises his discretion under
subsection (1)
ake payment, he shall give notice in the Gazette stating that,
in his
ion, sufficient evidence exists to support the
presentation of a
tion on the ground--
if the employer is a company, that he is unable to pay his debts;
or
if the employer is a person other than a company, that
he has
itted an act of bankruptcy.
Nothing in subsection (2) shall require the Commissioner to give
more
one notice in respect of each employer.
No action shall lie against the Commissioner in respect of any
notice
n under subsection (2).
Verification of application
For the purpose of verifying any application under section 15,
or if
equired by the Board under section 17 (3), the Commissioner may
